Job Purpose
The Deputy Representative Operations (P-5) serves as a Strategic Business Partner and Deputy to the Head of Office, leading for results and driving change. This role involves providing risk-informed, solution-focused analysis, advice, and services to support programme and management decisions. The incumbent will ensure effective delivery of results for children across all operational contexts. Key responsibilities include managing operational support functions such as budget, finance, facilities, administration, supply chain, ICT, and security, while fostering a unified vision. The position also focuses on staff development, representing organizational risk and governance perspectives in management discussions, and promoting results-based management with a strong emphasis on value for money and quality assurance.
Responsibilities
The Deputy Representative Operations will lead by example, supporting the Head of Office in managing the country office and acting as Officer in Charge in their absence. This includes overseeing functional areas of operations support: budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communications technology, and safety and security. The role involves ensuring processes are in place for staff development, career growth, and succession planning. As a member of the Country and Senior Management Teams, the incumbent will represent organizational risk, governance systems, and policies, promoting results-based management. They will understand business needs, anticipate challenges, propose solutions, and contribute creative ideas for a solution-focused approach, including value for money strategies and quality assurance. Key contributions will be made to CPD, CPMP, and AMP, supporting Results Based Management using Value for Money criteria. Leveraging technology for results and programme accountabilities, effective adoption of ICT tools, and promoting ICT management fundamentals, information security, and controls are essential. Support will be provided during external and internal audits, responding to observations and monitoring recommendations. Guidance on Supply and Logistics strategies will ensure programmatic needs are met with Value for Money, including procurement and advisory support. Regular feedback on risks and achievements of operations functions will be provided, leveraging governance, systems, and tools. Leadership in facility management, with a focus on inclusive accessibility, eco-sustainability, and common premises, is required. Oversight of business transactions processed by GSSC, focusing on efficiency, performance, risk management, and fraud prevention, is also a key responsibility.
Work Experience
A minimum of 8 years of progressively responsible professional experience in operations management, programme support, financial management, supply chain, or a related field, with at least 3 years at the international level. Experience in a developing country context is desirable.
