Job Purpose
The consultancy aims to assess the maturity of Nigeria's administrative data landscape across selected social sectors at national and subnational levels, utilizing the Administrative Data Maturity Model (AdaMM). This assessment will cover federal core ministries, departments, and agencies (MDAs), with potential engagements at the state level. The focus will be on people-centered, lifecycle data for children, ensuring equity-relevant disaggregation, and examining data governance, standards, architecture, and interoperability within sectors such as Health/HMIS, Education/EMIS, Social Protection registries, and Civil Registration and Vital Statistics (CRVS), as well as cross-cutting platforms.
Responsibilities
The consultant will be responsible for diagnosing the maturity of Nigeria’s administrative data landscape in selected social sectors using the Administrative Data Maturity Model (AdaMM). This involves assessing data systems at both national and subnational levels, with a focus on federal MDAs and potentially selected state engagements. Key areas of focus include people-centered data, lifecycle data for children, equity-relevant disaggregation, and the governance, standards, architecture, and interoperability of data systems. The consultant will apply expertise in data governance, privacy, security, and sectoral information systems (health, education, social protection, CRVS). A significant part of the role will involve facilitating multi-stakeholder dialogues, conducting capacity building, and engaging in co-design processes with government counterparts to strengthen administrative data systems and promote the realization of children's rights through improved data utilization.
Work Experience
Minimum of 8 years of relevant experience in data systems strengthening and assessments. Experience working with national bureaus of statistics and other government agencies is essential. Proven experience in leading and facilitating workshops and dialogues related to data systems is also required.
