Job Purpose

The Programme Associate (G-6) will provide crucial support to the Health and Nutrition section and contribute to the Adolescent Development and Participation (ADAP) section within UNICEF Ukraine. This role serves as a vital link between operational delivery and programme execution, liaising with internal units (Programme, Operations, Finance, Supply) and external partners such as government ministries, NGOs, and donors. The position is instrumental in ensuring the smooth implementation of projects by managing partnerships, monitoring budgets, analyzing data, and facilitating communication and knowledge sharing. The Programme Associate will also leverage digital tools and AI to enhance efficiency and support evidence-based decision-making, ultimately contributing to UNICEF's mission for every child.

Responsibilities

The Programme Associate will be responsible for supporting overall project planning, execution, and monitoring for assigned initiatives. This includes assisting in the establishment and operationalization of implementing partnership management functions, coordinating risk assessments (Due Diligence, PSEA, Micro-Assessment, Spot checks), and ensuring Funding Authorization and Certificate of Expenditures (FACE) requests align with workplans and are processed promptly. The role involves monitoring the liquidation of Direct Cash Transfer (DCTs). Data management is key, requiring contributions to collecting and analyzing qualitative and quantitative programme data, generating regular reports, dashboards, and presentations on key performance indicators and donor reporting, and supporting the application of digital and AI tools for data synthesis. Grant management duties include tracking budget allocations, expenditures, and grant utilization using systems like SAP, monitoring grant expiry, and supporting reprogramming processes. The associate will prepare periodic and ad-hoc grant management reports and contribute to funding proposals and statutory reports. Digital innovation involves using AI and automation tools to streamline tasks, serving as a resource for digital platforms, and safeguarding sensitive data. Communication responsibilities include drafting communications, maintaining document repository systems, contributing to knowledge generation, and supporting onboarding of new colleagues. Capacity building support involves organizing workshops and field missions, preparing materials, tracking logistics, and coordinating vendors. Finally, the role requires flexibility and surge support during emergency responses or shifting programme needs.

Work Experience

A minimum of six years of relevant work experience in administration, program management, grant management, budget monitoring, data analysis, reporting, monitoring and evaluation, or partner coordination is required. Experience with UN or UNICEF systems (e.g., SAP) is desirable.
