We are committed, passionate, and proud of our work, viewing the promotion of child rights not just as a job but as a calling. UNICEF fosters career growth with diverse opportunities for professional and personal development.
Job Purpose
The purpose of this consultancy is to conduct an evaluability assessment of the Smarter Safer Schools (SSS) Programme in Papua New Guinea. This assessment will determine if the programme is well-designed, if its monitoring of results is sufficient, and if adequate resources are allocated for effective implementation, adaptive management, and future independent evaluations. The findings will provide UNICEF, DFAT, and government counterparts with an independent evaluation of the programme's results logic, assumptions, indicators, data systems, governance, and resource allocation, ensuring they are robust enough to demonstrate progress and support future evaluative inquiries.
Responsibilities
The consultant will assess the relevance, logic, and coherence of the SSS programme design, including its theory of change, results chain, assumptions, alignment with context and policy priorities, and attention to equity, gender, disability, and climate resilience. They will examine the adequacy and validity of indicators, monitoring tools, and data systems for measuring outputs and outcomes, verifying baselines, targets, data sources, disaggregation, and verification arrangements. The assessment will also evaluate whether financial, human, and institutional resources align with intended results, assessing the realism of implementation and monitoring. Furthermore, the consultant will gauge readiness for evaluation, identifying priority evaluation questions, timing, scope, and feasible methodological options for future reviews. Finally, the consultant will provide practical recommendations to strengthen programme design, measurability, learning, and evaluation readiness.
