Job Purpose

The purpose of this consultancy is to conduct a data landscape diagnostic analysis for the UNICEF Bhubaneswar Field Office, providing a clear understanding of the state's development landscape. The data analyst will collaborate with sector specialists to create a strategic plan for effective UNICEF data investments, aiming to bridge data gaps in assessing outcomes for children in relation to SDGs and UNICEF programme objectives. This involves considering data demand and supply for the next 3-5 years. The consultant will support UNICEF's program and nodal departments by recommending improvements to existing MIS data and monitoring systems for assessing the situation of children and the state SDG indicator framework. Additionally, the role involves building the capacity of the UNICEF field office and nodal departments in analyzing, synthesizing, and processing information to drive better results for children.

Responsibilities

Undertake data landscape diagnostic analysis to understand the development landscape in the state. Develop a comprehensive strategic plan for effective UNICEF data investments in collaboration with sector specialists. Identify and propose solutions to bridge data gaps in assessing outcomes for children concerning SDGs and UNICEF programme objectives. Analyze data demand and supply-side dynamics for the next 3-5 years. Provide strong recommendations to improve the use of existing MIS data and monitoring systems for assessing the situation of children. Support the enhancement of the state SDG indicator framework. Build the capacity of the UNICEF field office and nodal departments in data analysis, synthesis, and information processing. Work closely with government counterparts, donors, civil society, and other stakeholders to foster productive relationships. Coordinate activities and manage diverse interests to achieve consensus. Ensure effective organization and coordination of tasks. Maintain a high degree of independence while working within a team environment. Prepare reports and present findings as required.

Work Experience

Five years of experience in data analytics, data modeling, and econometrics, with a strong understanding of social sector and development data. Experience in setting up advanced Management Information Systems in the public domain is required.
