Job Purpose
The Planning & Monitoring Specialist (Evidence) will provide professional technical, operational, and administrative support throughout UNICEF's programme planning, monitoring, evidence generation, and reporting processes. This role is crucial for ensuring robust monitoring mechanisms are in place to produce high-quality, evidence-based information and analysis. This data will inform programme implementation, reviews, and reporting, and be shared with relevant stakeholders. The specialist will serve as the Field Office focal point for planning, monitoring, and internal programme data analytics, supporting the Chief of Field Office and programme teams to strengthen results-based management, programme performance monitoring, and evidence-informed decision-making.
Responsibilities
Key functions include setting standards for programme performance planning, monitoring, and reporting. The role involves supporting the preparation and implementation of the Plan for Research, Integrated Monitoring and Evaluation (PRIME). A significant aspect is data governance, analytics, and advocacy, ensuring data is used effectively for programmatic insights and external communication. The specialist will also be responsible for networking and building partnerships with relevant stakeholders to enhance programme effectiveness and data utilization. Capacity building of partners on programme monitoring and evaluation is another core responsibility, empowering local entities to adopt best practices. Furthermore, the role will drive innovation, knowledge management, and learning within the team and across programmes, contributing to UNICEF's continuous improvement and evidence-based approach to child rights.
Work Experience
A minimum of 5 years of professional experience in social development analysis, planning, monitoring, and evaluation is required. This includes demonstrated experience in designing and implementing M&E systems for large-scale programmes.
