Job Purpose
The education sector faces increasing disruptions due to disasters, climate change, and conflicts. To ensure a resilient and inclusive education system, it is essential to review existing Education in Emergencies (EiE), Disaster Risk Management (DRM), and Climate Change policies to identify gaps, alignment opportunities, and actionable recommendations for strengthening preparedness, response, and long-term resilience. The consultancy, in collaboration with UNICEF, aims to support the National Department of Education, subnational education authorities, the education cluster, and implementing partners and stakeholders through consultation to review the Education in Emergencies, Disaster Risk Management Policy, and implementation guide. Through this consultative process, including with other UN agencies, the aim is to assess existing national and education sector policies, identify gaps, overlaps, and inconsistencies, and evaluate alignment with global and regional frameworks.
Responsibilities
Under the direct supervision and functional guidance of the Chief of Education, the consultant will undertake the following key tasks: Conduct a comprehensive policy analysis, including legal and regulatory aspects, of the EiE DRM policy and key strategic documents. Review and assess these documents against regional and global frameworks. Key documents to be reviewed include the National Department of Education (NDOE) Education in Emergencies Disaster Risk Management Policy, the Education in Emergencies Response and Recovery Plan (EERRP), and the National Education Plan. Analyze institutional capacities and coordination mechanisms related to EiE and DRM. Produce a policy review report that includes a roadmap recommending strategic and high-impact interventions to accelerate coverage and improve outcomes, especially for vulnerable groups. Engage in consultations with the National Department of Education, subnational education authorities, the education cluster, implementing partners, stakeholders, and other UN agencies to gather input and ensure alignment.
Work Experience
A minimum of 5 years of professional experience in policy analysis, education in emergencies, disaster risk management, or a related field. Experience working with national governments and international organizations is desirable.
