Job Purpose

The overall objective of this consultancy is to provide technical guidance and support to national and subnational implementing partners and technical institutes engaged in strengthening the social service workforce. This role specifically focuses on the professionalization of Child Directors (Barefoot Social Workers) in China. UNICEF China has been collaborating with the Ministry of Civil Affairs (MCA) to enhance the child protection service system. The MCA has promoted the inclusion of Child Directors in national policies, aiming for at least one per village/community to serve vulnerable children. This consultancy will contribute to the ongoing efforts to build a robust and professionalized cadre of Child Directors across China.

Responsibilities

Provide technical guidance and support to national and subnational implementing partners and technical institutes in strengthening the social service workforce. Focus on the professionalization of Child Directors (Barefoot Social Workers) in China. Collaborate closely with the Ministry of Civil Affairs (MCA) and other relevant stakeholders. Support the development and implementation of training programs and capacity-building initiatives for Child Directors. Assist in the planning, monitoring, and evaluation of child protection programs related to the social service workforce. Contribute to policy advocacy and the integration of Child Directors into the broader social service system. Ensure that interventions are evidence-based and aligned with UNICEF's global and national strategies for child protection. Prepare reports and documentation related to the consultancy activities and outcomes. Facilitate knowledge sharing and learning among stakeholders involved in the professionalization of Child Directors. Work towards strengthening the overall child protection service system in China.

Work Experience

A minimum of five years of relevant work experience in child protection programming, including strengthening the social service workforce, competency-based training, programme planning, monitoring, and evaluation.
