Job Purpose
The WASH Specialist provides strategic leadership and technical oversight for UNICEF Angola's WASH portfolio, reporting to the Deputy Representative (Programme). This role involves leading a dynamic team and guiding programme development, implementation, monitoring, advocacy, partnerships, and humanitarian response efforts. The specialist will oversee programme planning, fundraising, resource mobilization, and the delivery of WASH programme results, ensuring high-level technical and operational support for climate-resilient and risk-informed programming. A key focus is leading UNICEF's preparedness, anticipatory action, emergency response, and humanitarian-development nexus efforts, while strengthening partnerships and driving innovation, knowledge management, and capacity-building initiatives.
Responsibilities
The WASH Specialist is responsible for providing managerial leadership and strategic direction to the WASH team. This includes leading programme development, planning, fundraising, and resource mobilization efforts to ensure adequate support for WASH initiatives. The role involves overseeing the implementation, monitoring, evaluation, and delivery of WASH programme results, ensuring accountability and impact. High-level technical and operational support on climate-resilient and risk-informed WASH programming is crucial. The specialist will lead UNICEF's WASH preparedness, anticipatory action, emergency response, and humanitarian-development nexus efforts, ensuring effective coordination and response. Strengthening partnerships with government, donors, civil society, and development partners is a key accountability, as is driving innovation, knowledge management, research, and capacity-building initiatives across the WASH sector to promote best practices and sustainable solutions.
Work Experience
At least 5 years of relevant professional work experience in WASH-related programmes for developing countries is required. Demonstrated experience in supervising people is required. One year of deployment in a developing country and at least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) are also required.
