Job Purpose
The People & Culture Officer is responsible for the accurate, timely, and compliant administration of payroll and People&Culture processes, ensuring equity and consistency in UN/UNICEF regulations. This role oversees end-to-end payroll operations, including simulations, error resolution, retroactive adjustments, and separation payments. It also manages Separation from Service, Pension & Health Insurance Administration, interpreting and approving HR entitlements and benefits. The incumbent provides expert guidance on HR policies, supervises team members, delivers training, and drives process improvements to enhance efficiency and service quality, ultimately contributing to the effective functioning of UNICEF's HR operations.
Responsibilities
The Payroll and Offboarding Officer ensures the accurate, timely, and compliant administration of payroll and People&Culture processes for various pay areas, while safeguarding equity and consistency in the application of UN/UNICEF regulations and rules. The role is accountable for end-to-end payroll operations, including simulations, error resolution, off-cycle runs, retroactive adjustments, and separation payments. It also manages Separation from Service, Pension & Health Insurance Administration, including interpretation and approval of HR entitlements and benefits. The incumbent provides expert guidance to management and staff on HR policies, supervises team members, delivers training, and drives process improvements to enhance efficiency and service quality. Key functions include Payroll Management, Separation from Service, Pension & After-Service Health Insurance Administration, Team Leadership, Training & Capacity Building, Process Improvement & Projects, and Data Analysis & Reporting.
Work Experience
Minimum of 2 years of relevant work experience in Human Resources, Payroll, or a related field.
