Job Purpose
Under the direct supervision of the Chief of Field Office Bunia and technical guidance from the Construction Manager based in Kinshasa, the Construction Specialist will be responsible for the planning, technical coordination, implementation, and monitoring of the infrastructure component of the Girls' Learning and Empowerment Project (PAAF) in Ituri. The incumbent will ensure the quality construction of school infrastructure, adhering to deadlines, budgets, UNICEF technical standards, and World Bank environmental, social, and fiduciary requirements, while ensuring effective coordination with government authorities, partners, and different UNICEF sections.
Responsibilities
The main functions and responsibilities related to this post include: Planning; Collaboration with UNICEF programs/operations and coordination with government counterparts; Preparation and/or review of technical and design documents; Support to the procurement process; Project management and monitoring. The Construction Specialist will oversee the execution of infrastructure projects, ensuring compliance with all relevant standards and regulations. This involves site supervision, quality assurance, risk management, and timely reporting on project progress. The role requires close interaction with local communities, contractors, and government officials to ensure successful project delivery and stakeholder satisfaction. The specialist will also contribute to the development of future infrastructure strategies and initiatives within the UNICEF framework.
Work Experience
A minimum of five (5) years of relevant experience, at national and/or international levels, in project management, site supervision, quality assurance, or other directly related technical fields. Experience in constructing schools and basic infrastructure in developing countries, particularly in sub-Saharan Africa. Understanding of development and humanitarian work.
