Job Purpose
The National Consultant will provide technical assistance for the implementation of ProSAS and Case Management systems in Nampula, Niassa, and Cabo Delgado provinces. Reporting to the Social Policy Specialist (Social Service Workforce Strengthening), the consultant will be responsible for carrying out various tasks outlined in the Terms of Reference. This role is crucial for strengthening social protection and child protection programs within Mozambique, ensuring effective case management and the successful deployment of the ProSAS system. The consultant's work will directly contribute to improving the delivery of social services to vulnerable children and families in the designated provinces, aligning with UNICEF's mission to support the realization of child rights.
Responsibilities
The consultant will be responsible for providing technical assistance for the implementation of ProSAS and Case Management systems in Nampula, Niassa, and Cabo Delgado provinces. This includes supporting the design, implementation, monitoring, and technical oversight of cash-plus interventions, child-sensitive social protection programs, and integrated social services. A key responsibility will be to build the capacity of government counterparts and coordinate effectively with relevant ministries and institutions responsible for social protection and social welfare in Mozambique. The consultant will conduct field monitoring, supervision, and programme implementation, collecting and analyzing data using both qualitative and quantitative methodologies. Furthermore, the role involves developing technical reports, operational guidance, funding requests, work plans, and programme documentation. Experience supporting digital information management systems, such as Case Management Information Systems, is also a significant part of the responsibilities. The consultant will also be expected to manage multiple priorities and deliver quality results under tight deadlines, contributing to evidence-based decision-making and resource planning.
Work Experience
Requires at least 10 years of progressively responsible professional experience in Social Policy, Social Protection, Child Protection, Case Management, or related social service programs. Demonstrated experience in implementing and supporting social protection programs, working with the Government of Mozambique, capacity building, and field monitoring is essential.
