Job Purpose
This consultancy aims to support the Ministry of Education, Research, Development, and Youth (MoERDY) of Slovakia in tackling the persistent segregation of Roma children in the education system through the European Commission's Technical Support Instrument (TSI) project. The project addresses three main types of segregation: disproportionately high placement of Roma children in special schools, school segregation in mixed environments, and segregation linked to residential patterns. A key challenge is resistance to desegregation at all levels. The consultancy will apply social behaviour change approaches to promote systematic and sustainable elimination of education segregation, change narratives, and address stereotypes and prejudices, fostering self-reflection, acceptance of diversity, and strengthening inclusion, social cohesion, and cultural diversity.
Responsibilities
The consultant will support the TSI project by undertaking the following activities: 1. Prepare a repository of good practices in social behaviour approaches from other countries relevant to Roma and other children segregated or excluded from education, with a focus on applicability to the Slovak context. This includes identifying effective social behaviour approaches in teacher training and professional development. 2. Present the compiled repository and selected good practices to MoERDY through in-depth training and discussions. 3. Draft a comprehensive proposal for a communication strategy and plan, to be delivered in both English and Slovak. The work involves developing an outline, collecting resources, finalizing the repository based on feedback, conducting two webinars on social behaviour change measurement, implementation, and evaluation, and providing in-depth training on selected approaches. The consultant will also develop the outline, draft, and finalize the communication strategy and plan.
Work Experience
Minimum of 5 years of relevant professional experience in social behaviour change, education, communication strategies, or related fields. Experience working with marginalized communities, particularly Roma, and in education desegregation initiatives is highly desirable.
