Job Purpose

The consultant will support the government in strengthening its capacity to prevent and respond to sexual exploitation and abuse (PSEA) and other forms of gender-based violence (GBV). This will involve conducting a needs assessment, developing a strategy and action plan, and providing training and technical assistance to relevant government ministries and agencies. The consultant will also contribute to raising awareness about PSEA/GBV issues among key stakeholders and the general public. The ultimate goal is to enhance the government's ability to protect children and vulnerable populations from these harms and to ensure accountability for perpetrators.

Responsibilities

Conduct a comprehensive assessment of the current PSEA/GBV prevention and response mechanisms within key government ministries and agencies. Identify gaps, challenges, and best practices. Develop a tailored PSEA/GBV strategy and action plan in close collaboration with government counterparts, ensuring alignment with national policies and international standards. Design and deliver training modules on PSEA/GBV prevention, reporting, and response for government officials, law enforcement, and social service providers. Provide ongoing technical support and guidance to government counterparts in the implementation of the PSEA/GBV strategy and action plan. Facilitate multi-stakeholder coordination meetings and working groups to ensure effective collaboration among relevant government entities, civil society organizations, and UN agencies. Develop communication materials and campaigns to raise awareness about PSEA/GBV issues and UNICEF's role in supporting government efforts. Monitor and evaluate the progress of PSEA/GBV initiatives, providing regular reports on achievements, challenges, and recommendations for improvement. Contribute to knowledge management by documenting lessons learned and best practices in PSEA/GBV prevention and response.

Work Experience

A minimum of five years of professional experience in PSEA/GBV prevention and response, gender equality, child protection, or a related field. Experience working with governments and national institutions is highly desirable. Proven experience in developing and implementing strategies and action plans. Experience in training and capacity building.
