Job Purpose

The consultancy aims to provide specialized technical assistance to the Vice Ministry of Water Resources, Irrigation, Drinking Water and Basic Sanitation (VRHRAPySB) to strengthen the preparedness and response of the Water, Sanitation and Hygiene (WASH) sector to emergencies and disasters. This role will also support the technical and programmatic follow-up of the Work Plan signed with UNICEF and the implementation of the Rural Decentralized Sustainable Sanitation Program (PSSDR). The objective is to ensure an equitable response sensitive to the differentiated needs of the population, contributing to improved WASH services in emergency and development contexts.

Responsibilities

The consultant will be responsible for inter-institutional coordination and articulation, supporting collaboration between national, departmental, and municipal entities involved in water, sanitation, and hygiene in emergencies and development. This includes facilitating articulation with public entities, cooperation agencies, NGOs, and other strategic sector actors, promoting the participation of women's organizations and organizations of persons with disabilities. The consultant will also support the generation of technical coordination spaces for sectorial planning, monitoring, and response, and prepare reports and recommendations to strengthen inter-institutional coordination mechanisms, incorporating gender equality and inclusion. Furthermore, the consultant will monitor the implementation of the Rural Decentralized Sustainable Sanitation Program (PSSDR), tracking progress on goals, indicators, and results, and analyzing disaggregated data. They will identify improvement opportunities, implementation risks, and corrective actions, considering the differentiated needs of women, men, girls, and boys in accessing water and sanitation services. Technical progress reports and recommendations to enhance program execution and equitable access will be produced. Finally, the consultant will follow up on activities within the UNICEF-VRHRAPySB Work Plan, support the preparation of programmatic reports and progress updates with a gender perspective, consolidate information for follow-up meetings, and contribute to monitoring and decision-making processes.

Work Experience

A minimum of five years of professional experience in the WASH sector, with a focus on emergency preparedness and response, program implementation, and monitoring. Experience working with government institutions and international organizations is desirable. Proven experience in coordination and stakeholder engagement is essential.
