Job Purpose
The consultancy aims to strengthen the quality, coherence, and utilization of programmatic information within the child protection program for children and adolescents in situations of human mobility. It will focus on integrating key approaches such as Accountability to Affected Populations (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), Safeguarding, Do No Harm, and gender, age, and diversity perspectives into the humanitarian response. The goal is to enhance the response, reduce access and protection gaps, and promote a more inclusive, equitable, and gender-sensitive approach for children and adolescents in transit and border contexts.
Responsibilities
The consultant will be responsible for strengthening the quality, consistency, and use of the child protection program's monitoring system, ensuring timely tracking of outcome and output indicators and intervention coverage by implementing partners. This includes promoting the analysis and use of sex- and age-disaggregated data for evidence-based decision-making. The consultant will systematically integrate AAP, PSEA, Safeguarding, and gender, age, and diversity approaches into monitoring mechanisms, community feedback, and continuous quality improvement of the response, ensuring safe and meaningful participation of children and adolescents. Support will be provided for developing and implementing technical tools and binational operational coordination mechanisms between Bolivia and Chile for the safe management of cases of children and adolescents in transit, ensuring protection criteria, confidentiality, and attention to vulnerable groups. The consultant will also contribute to standardizing processes for case identification, registration, follow-up, and referral between countries, strengthening coordination between UNICEF teams and implementing partners across the border, and promoting quality, disaggregated data records.
Work Experience
At least two years of professional experience in child protection, humanitarian response, or program management, preferably in contexts of migration or displacement. Experience in data analysis, monitoring and evaluation, and integrating cross-cutting issues like gender and protection is required.
