Job Purpose
The Social Policy Officer (Information/Data Management) in Bamako, Mali, is responsible for managing information and personal data within the Social Policy section, focusing on social protection, shock-responsive social protection, disability-inclusive and gender-transformative social protection, and humanitarian cash transfers. This role supports cross-cutting themes such as early childhood development, adolescents and youth, and climate change. The officer will ensure the effective functioning of data management systems, contributing to the successful implementation and monitoring of UNICEF's programs in Mali. The position is crucial for leveraging data to inform policy and programmatic decisions, ultimately aiming to improve the lives of children and their families.
Responsibilities
Under the supervision of the Social Policy Specialist, the Social Policy Officer (Information/Data Management) will be responsible for managing the data of beneficiaries for cash transfer programs. This includes overseeing the implementation of software solutions and ensuring technical requirements are met. The officer will utilize database software such as Microsoft Access, Excel, and MySQL, and programming languages like Python, Visual Basic, ASP.net, VBScript, JavaScript, PHP, ExtJs/GXT, and C#. Experience with mobile data collection applications like OpenDataKit Suite (ODK) and Kobo Toolbox, including form programming and bug fixing, is essential. The role also involves working with Application Programming Interfaces (APIs) and online data consolidation servers. The officer will contribute to the development and maintenance of Management Information Systems (MIS) for social protection programs and potentially work with government MIS. Experience with GIS software like ArcGIS and online application services is also beneficial. The officer will ensure data integrity, security, and efficient reporting to support program effectiveness and evidence-based decision-making.
Work Experience
At least 2 years of experience in managing program beneficiary data for cash transfer programs. Experience in supervising software solution implementation and understanding technical requirements is required. Proficiency in database software and programming languages is essential. Experience with mobile data collection tools and APIs is also necessary.
