Job Purpose
The Emergency Officer will support the UNICEF Venezuela Country Office in maintaining an effective emergency preparedness and response capacity, particularly in the aftermath of the significant earthquakes that struck Venezuela. This role involves closely monitoring crisis developments and supporting the Emergency Manager. The position is crucial for ensuring a timely, effective, and child-centered humanitarian response, especially in vulnerable and hard-to-reach communities. The Emergency Officer will contribute to UNICEF's efforts in providing essential support in child protection, health, nutrition, WASH, education in emergencies, and psychosocial support, addressing the complex humanitarian needs arising from the disaster and other emergencies affecting the country.
Responsibilities
The Emergency Officer will be responsible for supporting emergency preparedness activities, including risk assessment, contingency planning, and the development of emergency response strategies. In emergency response, the officer will assist in the coordination and implementation of UNICEF's interventions, ensuring they are child-centered and aligned with humanitarian principles. This includes monitoring the situation, identifying needs, and facilitating the delivery of essential services in areas such as child protection, health, nutrition, WASH, and education in emergencies. The role also involves emergency project management, including planning, budgeting, monitoring, and reporting on emergency projects. The officer will work closely with the Emergency Manager, government counterparts, UN agencies, and NGOs to ensure effective coordination and collaboration. Additionally, the position requires maintaining strong relationships with national and local authorities, contributing to advocacy efforts, and ensuring UNICEF's mandate for children is upheld in all emergency contexts. The officer will also contribute to resource mobilization and reporting to donors as required.
Work Experience
A minimum of two years of progressively responsible experience in programme formulation, planning, management, and evaluation, including specific experience in emergency programme management and operations. Proven experience in programming with and for children and young people in emergency and post-emergency situations is required.
