Job Purpose
The consultant will provide crucial technical support to UNICEF's engagement with the Disaster and Safety Unit (DSU), with a specific emphasis on child-centered foresight, anticipation, and preparedness assessment components. This role is vital for strengthening UNICEF's capacity to address and mitigate risks affecting children in emergency situations. The consultant will contribute to developing and implementing strategies that enhance preparedness and resilience, ensuring that children's specific needs and rights are central to all planning and response efforts. This position requires a deep understanding of disaster risk management, emergency response, and child protection principles, aiming to build robust systems that protect vulnerable children before, during, and after crises.
Responsibilities
Provide technical support to UNICEF's engagement with DSU, focusing on child-centered foresight, anticipation, and preparedness assessment. Develop and implement strategies to enhance disaster risk reduction and preparedness for children. Conduct assessments and analyses related to emergency management and resilience. Support the design and strengthening of shock-responsive systems for child protection and social services. Assist in policy analysis and development related to preparedness and resilience. Facilitate multi-stakeholder consultations, workshops, and technical working groups to foster collaboration and knowledge sharing. Prepare technical reports, analytical papers, evidence syntheses, and policy recommendations. Ensure that child-centered, community-centered, and inclusive approaches are integrated into all preparedness and resilience initiatives. Monitor and evaluate the effectiveness of preparedness and resilience programmes. Contribute to building institutional capacity of partners in disaster risk management and emergency response. Support the development of tools and guidelines for child-centered preparedness. Liaise with government institutions, international organizations, and other UN agencies on preparedness and resilience matters. Ensure alignment with UNICEF's mandate and global strategies for child protection and emergency response.
Work Experience
Minimum of 4 years of progressively responsible professional experience in disaster risk reduction, emergency management, resilience, public policy, social protection, child protection, or programme design and analysis. Experience supporting governments or international organizations is required. Experience in preparing technical reports and facilitating stakeholder consultations is essential.
