Job Purpose
This consultancy aims to provide technical assistance for advancing adolescents’ rights to participation and civic engagement in Indonesia. This aligns with Indonesia’s national development agenda, which promotes youth participation and is supported by UNICEF's Country Programme. The consultant will contribute to strengthening platforms, systems, and accountability mechanisms that enable children and adolescents to express their views and have their voices considered in decision-making processes. This includes supporting the monitoring information system for child and adolescent participation (Suara Makna), which tracks children’s and adolescents’ voices in development planning and monitors government follow-up, ensuring child-centred planning and governance.
Responsibilities
Provide technical assistance to advance adolescents’ rights to participation and civic engagement in Indonesia. Support the Government of Indonesia, through the Ministry of National Development Planning/Bappenas and the Ministry of Women’s Empowerment and Child Protection (MoWECP), with UNICEF support, in strengthening the monitoring information system for child and adolescent participation (Suara Makna). Ensure the system effectively documents and tracks children’s and adolescents’ voices in development planning processes, particularly through Forum Anak and Musrenbang. Monitor whether these inputs are followed up by relevant government actors. Strengthen meaningful child participation by ensuring children’s voices are collected, recorded, considered, responded to, and used as evidence for more child-centred planning and governance. Contribute to the development and implementation of strategies that enhance adolescent participation and civic engagement. Prepare reports and documentation related to the consultancy activities and outcomes. Collaborate with UNICEF, government ministries, and other stakeholders to achieve the project objectives.
Work Experience
Experience in child and adolescent participation, civic engagement, or related areas is required. Experience working with government ministries and international organizations is desirable.
