Job Purpose
The purpose of this consultancy is to conduct a budgetary and supply chain analysis for the prevention of childhood anemia in Loreto, Puno, and Piura, Peru. The analysis will focus on examining the quality of budget formulation and execution processes for Early Childhood Development (ECD) programs aimed at preventing and reducing childhood anemia. This will involve assessing the prioritization of strategic inputs, timeliness and quality of spending, execution levels, and identifying potential coverage and financing gaps. Additionally, the consultancy will examine key elements of the supply chain for anemia prevention interventions to identify bottlenecks or improvement opportunities in the procurement of goods and services, ensuring timely health services and improved nutritional status for young children.
Responsibilities
The consultant will be responsible for examining the quality of budget formulation and execution processes for interventions within the Results-Oriented Budget Program (PPoR) for Early Childhood Development (DIT) aimed at preventing and reducing childhood anemia. This analysis will cover the Executing Units of Health in the Loreto, Puno, and Piura Regional Governments, focusing on their role in public resource administration. Specific areas of examination include the prioritization of financing for strategic inputs, the timeliness and quality of expenditures, execution levels, and the identification of potential coverage and financing gaps affecting intervention implementation. Furthermore, the consultant will examine key elements of the supply chain for anemia prevention interventions. This includes identifying bottlenecks and opportunities for improvement in the procurement processes for goods and services that enable timely health services and enhance the nutritional status of young children in early childhood.
Work Experience
At least 5 years of relevant professional experience in public health program analysis, budget analysis, or supply chain management, preferably in the context of child health or nutrition programs. Experience working with government health systems in Peru is desirable.
