Job Purpose
The Mental Health and Psychosocial Support (MHPSS) in ECA Technical Support Consultant will provide crucial technical assistance and strategic support to UNICEF Country Offices and Refugee Response Offices across Europe and Central Asia. This role is vital for strengthening MHPSS systems and services, particularly in humanitarian contexts. The consultant will focus on regional learning and the development of scalable MHPSS initiatives, aligning with UNICEF's Strategic Plan 2026-2029 which prioritizes MHPSS as a cross-sectoral area. The position aims to address the growing MHPSS needs among children, adolescents, caregivers, and communities affected by conflict, displacement, violence, and poverty, by enhancing the capacity of diverse workforces across health, education, and child protection sectors.
Responsibilities
Provide technical assistance and strategic support to Country Offices (COs) and Refugee Response Offices (RROs) in the Europe and Central Asia (ECA) region, with a specific focus on humanitarian contexts, systems strengthening, and scalable MHPSS initiatives. Support the Mental Health Leadership Team (MHLT) in modernizing MHPSS within health, child protection, education, and social service systems through multisectoral approaches. Foster partnerships, support policy reform, and strengthen workforce capacity in MHPSS. Generate evidence and facilitate multicountry and multisectoral learning to improve equitable and sustainable access to quality MHPSS services. Contribute to regional coordination and knowledge exchange mechanisms. Address the increasing demand for MHPSS technical support, particularly in response to the Ukraine emergency and mixed migration flows. Leverage UNICEF's convening role and technical leadership to enhance national systems and services for child and adolescent mental health and psychosocial wellbeing. Collaborate with governments, European institutions, and private-sector partners to capitalize on growing investment opportunities in child and adolescent mental health.
Work Experience
A minimum of 8 years of experience in Mental Health and Psychosocial Support (MHPSS), with a focus on programming, policy, and systems strengthening in humanitarian or development contexts.
