Job Purpose
The Consultant will provide essential technical, analytical, and capacity-building support to advance UNICEF Somalia’s agenda in Public Finance Management (PFM), social budgeting, and accountability. This role operates under the direct supervision of the Social Policy Specialist and in close collaboration with UNICEF's Country Office (CO) and Zonal social policy teams. The consultant will also work with relevant counterparts from the Federal Government of Somalia (FGS), Federal Member States (FMS), Somaliland authorities, the Federal Parliament, development partners, and civil society organizations. The primary objective is to strengthen PFM systems and promote greater accountability in social spending at both national and subnational levels within Somalia, contributing to improved outcomes for children.
Responsibilities
Provide technical expertise and analytical support in Public Finance Management (PFM) to UNICEF Somalia and its government counterparts at national and subnational levels. Support the development and implementation of strategies for social budgeting, ensuring that child-related expenditures are adequately planned, tracked, and reported. Conduct analysis of public expenditure to identify fiscal space for social programs and track budget execution. Build the capacity of government officials and other stakeholders in PFM, including budgeting, execution, reporting, and internal controls. Facilitate dialogue and collaboration among diverse stakeholders, including government ministries, parliament, development partners, and civil society organizations, to foster a shared understanding and commitment to PFM reforms. Review and provide recommendations on existing PFM systems, policies, and procedures to enhance efficiency, transparency, and accountability. Support the development of tools and frameworks for monitoring and evaluating PFM performance, particularly concerning social sectors. Prepare regular reports, policy briefs, and presentations on PFM issues and progress. Ensure that UNICEF's PFM-related interventions align with national development priorities and international best practices. Contribute to the overall social policy and governance agenda of UNICEF Somalia.
Work Experience
Minimum of 7 years of progressive working experience at the national level in public financial management, budget analysis, expenditure tracking, fiscal policy, public sector reforms, or local governance.
