National UNJP Provincial Coordinator Consultant (remote with travel)

Job Purpose

The purpose of this consultancy is to provide essential technical and coordination support to the Provincial Health Office (PHO) in Bolikhamxay Province. The consultant will ensure the effective planning, implementation, monitoring, and reporting of the UN Joint Programme (UNJP) on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) within Lao PDR. This role is crucial for strengthening RMNCAH service delivery at the provincial level. The consultant will act as the primary focal point, fostering collaboration among government counterparts, UN agencies (WHO, UNICEF, UNFPA), and development partners. Key activities include supporting capacity-building initiatives and conducting regular field monitoring to enhance the provincial RMNCAH plan's implementation and effectiveness.

Responsibilities

Provide technical and coordination support to the Provincial Health Office (PHO) in Bolikhamxay Province for the UN Joint Programme (UNJP) on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH). Facilitate effective planning, implementation, monitoring, and reporting of RMNCAH activities at the provincial level. Serve as the provincial-level focal point for the UNJP, ensuring seamless coordination among government counterparts, UN agencies (WHO, UNICEF, UNFPA), and development partners. Support and facilitate capacity-building activities for PHO staff and other stakeholders involved in RMNCAH. Conduct regular field monitoring visits to assess the progress of RMNCAH service delivery and the implementation of the provincial RMNCAH plan. Identify challenges and bottlenecks in RMNCAH program implementation and propose timely solutions. Contribute to the development of provincial RMNCAH work plans and budgets. Prepare and submit regular progress reports on UNJP activities to UNICEF and relevant stakeholders. Ensure adherence to UNJP objectives, timelines, and quality standards. Collaborate with other provincial health programs to ensure integrated service delivery where appropriate.

Work Experience

At least three years of relevant experience in planning and coordinating health programs at the provincial and/or district level, with a specific focus on reproductive, maternal, and child health.

Familiarity with Lao PDR health system context, RMNCAH programme implementation experience, Strong coordination skills, Excellent communication skills, Proficient report-writing skills, Ability to work effectively with government counterparts, Ability to work with development partners, Experience with multidisciplinary teams, Ability to work independently, Demonstrated initiative, Ability to meet deadlines, Community health experience (desirable), Previous experience with Ministry of Health (desirable)
