Job Purpose
The Payroll and Offboarding Officer ensures the accurate, timely, and compliant administration of payroll and People&Culture processes for various pay areas, safeguarding equity and consistency in UN/UNICEF regulations. This role is accountable for end-to-end payroll operations, including simulations, error resolution, off-cycle runs, retroactive adjustments, and separation payments. It also manages Separation from Service, Pension & Health Insurance Administration, interpreting and approving HR entitlements and benefits. The incumbent provides expert guidance on HR policies, supervises team members, delivers training, and drives process improvements to enhance efficiency and service quality within the GSSC.
Responsibilities
Under the direct supervision of the HR Payroll-Offboarding Manager, the incumbent will carry out the following key functions: - Payroll Management: Oversee end-to-end payroll operations, including simulations, error resolution, off-cycle runs, and retroactive adjustments. Ensure accurate and timely processing of all payroll-related transactions. - Separation from Service, Pension & After-Service Health Insurance Administration: Manage all aspects of employee separation, including final payments, pension administration, and health insurance continuation. Interpret and approve HR entitlements and benefits related to separation. - Team Leadership: Supervise and guide team members, fostering a high-performing and collaborative work environment. Provide support and development opportunities for the team. - Training & Capacity Building: Deliver training to staff and management on payroll and offboarding processes, policies, and systems. Build capacity within the team and wider GSSC. - Process Improvement & Projects: Identify opportunities for process improvements to enhance efficiency, accuracy, and service quality. Participate in and lead projects related to payroll and offboarding systems and procedures. - Data Analysis & Reporting: Generate reports and analyze payroll and offboarding data to ensure accuracy and compliance. Provide insights and recommendations based on data analysis.
Work Experience
2 years of relevant work experience in payroll, human resources, benefits and entitlements, or other related fields is required. Experience with SAP is also required.
