Job Purpose
The consultancy aims to support the development of a new National Action Plan for Child Rights (NAPCR) in Greece, with a strong emphasis on a robust Monitoring & Evaluation (M&E) framework. This role will also involve capacity building for relevant Greek authorities to effectively operationalize this M&E framework. The project, funded by the European Union via the Technical Support Instrument and implemented by UNICEF in cooperation with the European Commission’s Reform and Investment Task Force, seeks to strengthen child protection governance and child rights monitoring. The ultimate goal is to enable Greece to efficiently protect and promote the rights and well-being of children and their families, including those at risk, by supporting the Greek authorities in safeguarding children's rights and operationalizing an effective child protection system.
Responsibilities
Support the development of the new National Action Plan for Child Rights (NAPCR) for Greece, focusing on the creation of a comprehensive and robust Monitoring & Evaluation (M&E) framework. This includes designing and strengthening national M&E systems for human/child rights monitoring, utilizing logic models and adhering to international standards. Develop child-related indicators and data frameworks, incorporating both quantitative and qualitative data collection methods. Provide technical expertise in establishing an effective consolidated governance mechanism for the child protection system, clearly defining the roles of various authorities and promoting cross-sectoral cooperation at all levels. Build the capacity of relevant Greek authorities in operationalizing the NAPCR's M&E framework through training and guidance. Ensure the M&E framework aligns with international best practices and supports the National Mechanism for the Monitoring and Evaluation of Action Plans for the Rights of the Child. Contribute to the development of an effective and mature child protection system in Greece, ensuring the safeguarding of children's rights and well-being.
Work Experience
At least 5 years of proven professional experience in child rights monitoring and evaluation, information and data management, public policy, and social policy. Demonstrated experience in designing/strengthening national M&E frameworks for human/child rights monitoring. Experience in developing and applying child-related indicators and data frameworks. Experience working with government institutions and multi-stakeholder coordination mechanisms.
