Job Purpose
Under the guidance of the Chief of Field Office, the Social Policy Specialist in Assam will serve as UNICEF's primary advisor on child poverty, social protection, public finance for children, governance, and local systems strengthening. The role involves providing crucial technical support for the design, implementation, monitoring, and evaluation of social policy programs and advocacy efforts. A key focus will be on upstream engagement, policy advocacy, strengthening systems, and fostering strategic partnerships. The position aims to support evidence-based decision-making and policy reforms to improve child outcomes, especially for those affected by poverty, exclusion, climate vulnerability, and disaster risks, in the context of Assam's recurring climate shocks.
Responsibilities
The Social Policy Specialist will be responsible for improving data on child poverty and vulnerability to inform policy and program actions. This includes strengthening the coverage and impact of social protection programs for children and enhancing the effective use of public financial resources for children's benefit. A significant part of the role involves strengthening the capacity of local governments in planning, budgeting, consulting on, and monitoring child-focused social services. The incumbent will also drive strengthened advocacy and partnerships for child-sensitive social policy and ensure effective UNICEF Programme Management. Key accountabilities include working closely with government, civil society, and development partners, and collaborating across program sectors to achieve integrated and sustainable results for children, utilizing UNICEF's Convene, Converge, and Catalyze approach, particularly in response to climate shocks and disaster risks.
Work Experience
A minimum of five years of relevant professional work experience in public finance or a related field is required.
