Job Purpose
The purpose of this consultancy is to develop a standard social health protection benefit package and an accompanying costing model that enables scenario-based planning for Universal Health Coverage (UHC) implementation in Cambodia. This role will support the Royal Government of Cambodia's ambition to achieve UHC by 2035, as outlined in the UHC Roadmap 2024–2035. The consultant will provide technical support to the UHC Secretariat, focusing on evidence-based planning to expand health service coverage, improve equity, and ensure financial sustainability. The work involves harmonizing existing schemes, designing provider payment mechanisms, and distinguishing between basic and extended benefit packages, ultimately informing resource allocation and financing strategies for UHC.
Responsibilities
The consultant will undertake a desk review and conduct key informant and semi-structured interviews with relevant stakeholders in the social protection and health sectors. Key stakeholders include the General Secretariat of the National Social Protection Council, UHC Secretariat, National Social Security Fund (NSSF), National Payment Certification Agency, Ministry of Health, Ministry of Economy and Finance, and selected public and private health service providers. The consultant will work under the supervision of the Policy Specialist and be based at the UHC Secretariat, collaborating closely with the UHC Secretariat and the National Institute of Public Health. The assignment will consider disability inclusion throughout its conduct and may require travel to at least two provinces. The consultant will be responsible for developing a standard social health protection benefit package, including harmonizing existing schemes and designing provider payment mechanisms. Additionally, the consultant will develop a costing model for this package, incorporating payment models with and without medicines, to guide resource allocation and financing for UHC implementation.
Work Experience
At least 8 years of experience in health financing and costing. Experience with UHC frameworks, system assessment, design, and research is an asset.
