Job Purpose
The primary purpose of this consultancy is to collaborate with an international consultant on reviewing and assessing documents related to performance-informed budgeting (PIB) and developing a cost-efficiency review framework. This work is crucial for the final phase of the Public Financial Management Reform Programme (PFMRP Phase 4) and the national budget system reform strategy. The consultant will provide technical support to the Ministry of Economy and Finance to achieve two main objectives: reviewing and assessing the implementation of the PIB guideline, focusing on annual performance plans and performance agreements, and developing a costing model for PIB implementation and a cost-efficiency review framework, including relevant capacity building.
Responsibilities
The consultant will conduct a desk review of key budget and planning documents, including the PIB Guideline, Annual Performance Plans, Performance Agreements, Budget Strategic Plans, Programme-Based Budgeting documents, the Monitoring and Evaluation Framework of the Pentagonal Strategy Phase 1, and the National Strategic Development Plan. This review will focus on selected line ministries, assessing the integration of child rights-based, disability-inclusive, and gender-responsive budgeting principles. The assessment will examine how budget formulation and performance frameworks integrate the rights and needs of children, persons with disabilities, and women and girls, ensure inclusive program design, reflect measurable performance indicators disaggregated by age, gender, and disability, align with Cambodia Sustainable Development Goals, and promote equitable resource allocation. Additionally, the consultant will conduct in-depth interviews and focus group discussions with key stakeholders in selected ministries, and if face-to-face meetings are not possible, conduct virtual meetings. The consultant will also respond to specific questions regarding the integration of result-based management principles, policy-budget linkages, the effectiveness of PIB implementation at central and provincial levels, and the integration of efficiency principles.
Work Experience
A minimum of 3 years of relevant professional experience in public financial management, budget analysis, performance-informed budgeting, or a related field. Experience working with government ministries or international organizations is desirable.
