Job Purpose

The Deputy Representative Operations acts as a strategic business partner and the primary deputy to the Head of Office, playing a pivotal role in driving change and achieving results for children. This position is responsible for providing comprehensive, risk-informed, and solution-focused analysis, advice, and services across all operational functions. The incumbent will significantly contribute to critical programme and management decisions, ensuring the effective and efficient delivery of UNICEF's mandate in Guinea-Bissau's complex operational environment. This involves fostering a culture of accountability, innovation, and continuous improvement in operational performance, while also ensuring compliance with organizational policies and procedures. The role is instrumental in strengthening the country office's capacity to respond to evolving needs and challenges, ultimately enhancing UNICEF's ability to protect children's rights and help them fulfill their potential.

Responsibilities

The Deputy Representative Operations will lead by example, providing robust support to the Head of Office in the overall management of the country office, fostering a collaborative and high-performing environment. A key responsibility includes acting as the Officer in Charge during the Head of Office's absence, ensuring seamless continuity of leadership and effective decision-making in critical situations. The incumbent is tasked with coordinating and overseeing all support services across critical operational functional areas. This encompasses meticulous budget planning, monitoring, and execution, alongside comprehensive financial management and reporting to ensure fiscal integrity, accountability, and transparency. Furthermore, the role involves efficient facilities management, ensuring a safe, secure, and productive working environment for all staff, and robust general administration to support daily operations. Strategic supply and logistics management are also crucial, optimizing resource flow, procurement processes, and distribution networks to meet programme needs effectively. Finally, the Deputy Representative will oversee information management, leveraging data and technology for informed decision-making, enhanced operational efficiency, and improved communication. This comprehensive oversight ensures that all operational aspects are aligned with UNICEF's strategic goals, adhere to organizational policies, and contribute directly to the successful delivery of programmes for children in Guinea-Bissau.
