Job Purpose

The Ministry of Education of Turkmenistan, with support from UNICEF, seeks to strengthen the capacity of the education system to prepare for and respond to emergencies, ensuring that learning can continue safely and effectively for all children during crises. Recent discussions have identified gaps in the overall preparedness and response of the education sector. These include the need for clearer roles and responsibilities, stronger coordination mechanisms, improved cross-sectoral linkages, and a more practical understanding of actions required before, during, and after an emergency. This consultancy aims to address these identified gaps by providing expert support to enhance the resilience and preparedness of Turkmenistan's education system against various types of emergencies.

Responsibilities

The consultant will be responsible for assessing the current state of preparedness and resilience within Turkmenistan's education system concerning emergencies. This includes identifying specific gaps and challenges in existing policies, strategies, and operational frameworks. The consultant will develop and propose concrete recommendations for strengthening the system's capacity to prepare for, respond to, and recover from emergencies, with a particular focus on ensuring continuity of learning for all children. This will involve designing and implementing capacity-building activities for key stakeholders, including Ministry of Education officials, school administrators, and teachers, on emergency preparedness and response, with an emphasis on disability inclusion. The consultant will also support the Ministry of Education in integrating disability inclusion into their sectoral frameworks related to Education in Emergencies (EiE). Furthermore, the consultant will facilitate coordination among relevant government ministries, UNICEF, and other partners to ensure a cohesive approach to EiE. The consultant will be expected to produce a comprehensive report detailing findings, recommendations, and implemented activities, along with a practical action plan for sustained improvement.

Work Experience

Minimum of 8 years of relevant work experience in education, emergency preparedness, and disability inclusion. Experience in providing technical assistance for disability inclusion in Education in Emergencies (EiE) and developing/implementing capacity-building activities is required.
