Job Purpose
The consultant will provide technical support for the development of a funding proposal for three major diseases (HIV, Malaria, Tuberculosis) for the 8th Global Fund cycle. This involves supporting the analysis of the health situation, defining priorities, and preparing a proposal that meets the Global Fund's requirements. The role also aims to strengthen national coordination and capacity in health program planning and management. The mission will adopt a participatory approach, aligning with national health strategies, utilizing recent epidemiological data, analyzing inequalities and human rights barriers, and strictly adhering to the Global Fund's technical guidelines.
Responsibilities
The consultant will be responsible for supporting the analysis of the health situation and defining priorities for the 8th Global Fund cycle. This includes assisting in the preparation of a funding proposal that adheres to the Global Fund's stringent requirements. A key responsibility is to enhance national coordination and build capacity in health program planning and management. The consultant will employ a participatory and inclusive approach, collaborating closely with relevant ministries and technical and financial partners. They will ensure alignment with national health strategies and leverage current epidemiological data. Furthermore, the consultant will analyze inequalities and human rights-related obstacles, ensuring strict compliance with the Global Fund's technical guidance for GC8. The role requires strong administrative and technical document writing skills, including reports and technical notes.
Work Experience
Minimum of 5 years of practical experience in developing monitoring and evaluation plans for health programs. Experience in monitoring and evaluation within developing countries, particularly in West Africa and Guinea, is an asset. Familiarity with the organization and functioning of public administration in French-speaking countries is required.
