Job Purpose
The consultancy aims to conduct a Gender Review of UNICEF Niger's 2023-2027 program. The review will assess how four key levers have been combined in implementation and to what extent a girl-centered approach has driven systemic societal transformation. It will ensure girls are not only recipients of interventions but active partners in change. The consultant will analyze gender inequalities, prioritize them, develop programmatic responses, and contribute to the GPR and GEAP/gender equality work plan, ensuring a focus on transforming societal norms and empowering adolescent girls.
Responsibilities
The consultant will conduct a comprehensive Gender Review of UNICEF Niger's 2023-2027 program, focusing on the integration of four key levers and the transformative impact of a girl-centered approach. This involves analyzing gender inequalities, prioritizing them, and developing programmatic responses. The consultant will be responsible for producing the Gender Program Review (GPR) report and contributing to the development of a Gender Equality Action Plan (GEAP) work plan. Key tasks include assessing the effectiveness of gender mainstreaming, evaluating the extent to which the program has driven systemic societal change, and ensuring girls are positioned as active partners in development. The consultant will utilize evidence-based data to inform program direction and implementation, employing strong analytical skills in program design and evaluation, ideally at the national level. Excellent written and oral communication, interpersonal, and presentation skills are essential for effective reporting and stakeholder engagement throughout the consultancy.
Work Experience
At least 10 years of experience in conducting program review analyses applied to gender and inequality issues. Proven experience in using evidence on gender equality to guide and implement programs.
