INTERNATIONAL (only) consultant for Review and Assessment of Performance Informed Budgeting Implementation and Development of Cost Efficiency Review Framework, Policy and Public Finance for Children, Phnom Penh, Cambodia, 3.5 months (REMOTE with trip)

Job Purpose
The consultant will be responsible for reviewing and assessing the implementation of Performance Informed Budgeting (PIB) and developing a Cost Efficiency Review Framework. This role is crucial for enhancing public finance management for children in Cambodia. The consultant will analyze existing budgeting processes, identify areas for improvement, and propose strategies to ensure that resources allocated for children are used efficiently and effectively. The work will involve policy development and public finance analysis, contributing to better outcomes for children through improved financial planning and resource allocation. The consultant will also be expected to provide recommendations for sustainable implementation of the developed framework.
Responsibilities
Conduct a comprehensive review and assessment of the current implementation status of Performance Informed Budgeting (PIB) in Cambodia, identifying strengths, weaknesses, opportunities, and threats. Develop a robust Cost Efficiency Review Framework, including methodologies, tools, and indicators for assessing the efficiency of public spending, particularly in sectors benefiting children. Analyze existing public finance policies and practices related to children's services and propose policy recommendations to enhance cost-efficiency and effectiveness. Document findings, methodologies, and recommendations in a clear and concise report. Present findings and recommendations to relevant stakeholders, including government officials and UNICEF country office staff. Provide guidance and support for the initial implementation of the Cost Efficiency Review Framework. Collaborate with national counterparts to ensure the framework is practical and sustainable. Ensure that the review and framework development align with national development priorities and UNICEF’s strategic goals for child-related public finance. The consultant will also be responsible for preparing a final report summarizing all activities, findings, and recommendations.
Work Experience
A minimum of 5 years of professional experience in public finance management, budgeting, economic analysis, or a related field. Proven experience in performance-informed budgeting, cost-efficiency analysis, and policy development is highly desirable. Experience working with international organizations or in developing country contexts is an asset.
