Job Purpose
The consultant will develop a strategic framework for the Every Woman, Every Newborn, Everywhere (EWENE) initiative in Mozambique. This involves conducting a comprehensive literature review on maternal and neonatal health, including national and global documents and specific programmatic options. The role requires engaging with key stakeholders within the Mozambican Ministry of Health and other relevant groups to identify direct and transversal intervention areas. Field visits to primary health units and hospitals will assess service quality. The consultant will facilitate workshops to gather input and will be responsible for developing the final strategic framework proposal, including a budget and M7E plan, in Portuguese, and validating its translation to English. A final presentation in both languages will also be required.
Responsibilities
Conduct a thorough literature review of existing Mozambican EPMM and ENAP/PACRN documents, as well as national and global literature on maternal and neonatal health programmatic options. Review documentation from MISAU concerning National Program Strategies for Maternal, Child Health, and Family Planning. Engage with the Technical Group for Maternal Health, Technical Group for Child Health and Family Planning under the National Public Health Directorate (DNSP), National Directorate of Medical Assistance (DNAM), and other relevant groups to understand intervention areas. Undertake field visits to one province, assessing service quality at a rural health center, a main district health facility, and a provincial hospital. Facilitate two workshops to gather stakeholder contributions and incorporate them into the strategic framework. Develop the final version of the Mozambican EWENE strategic framework, including a budget and M7E plan, in Portuguese, within 70 working days. Validate the English translation of the framework. Prepare and deliver a final presentation in PowerPoint format in both Portuguese and English.

5 years of experience working on Reproductive, Maternal, Newborn, and Child Health (RMNCAH) in Mozambique.
