Job Purpose

The Ministry of Health and Medical Industry of Turkmenistan (MoHMI), with UNICEF's support, is planning to conduct an Effective Vaccine Management (EVM) Assessment. The primary purpose of this consultancy is to evaluate the performance of the national vaccine supply chain within Turkmenistan. This assessment aims to identify existing strengths, weaknesses, and critical gaps in the current vaccine management system. By thoroughly analyzing the supply chain, the consultant will help pinpoint specific areas where improvements are needed. The ultimate goal is to provide evidence-based recommendations and contribute to the development of a Continuous Improvement Plan (cIP) to enhance the efficiency, effectiveness, and equity of vaccine delivery, ensuring all children in Turkmenistan have access to life-saving immunizations.

Responsibilities

The International Consultant will be responsible for leading and conducting a comprehensive Effective Vaccine Management (EVM) assessment in Turkmenistan, adhering to the WHO EVM assessment methodology and tools. This involves collecting and analyzing both quantitative and qualitative data related to the national vaccine supply chain, including logistics, cold chain management, and immunization program performance. A key responsibility will be to interpret the collected data to identify critical gaps, challenges, and opportunities for improvement within the system. The consultant will then be tasked with developing evidence-based recommendations to address these identified issues. Furthermore, a crucial part of the role involves facilitating the development of a Continuous Improvement Plan (cIP) for the immunization supply chain, outlining actionable steps and strategies for enhancing vaccine management. The consultant will also be expected to present findings and recommendations to relevant stakeholders, including the Ministry of Health and Medical Industry of Turkmenistan, ensuring clear communication and buy-in for proposed improvements.

Work Experience

A minimum of 5 years of progressively responsible professional experience in immunization programmes and vaccine management is required. Experience with WHO/UNICEF Effective Vaccine Management (EVM) assessments or similar vaccine supply chain assessments is essential.
