Job Purpose
The consultant will be responsible for developing a standard social health protection benefit package and a costing model to support the achievement of Universal Health Coverage (UHC) in Cambodia. This will involve in-depth analysis of the current health system, identification of essential health services to be included in the benefit package, and the development of a robust costing methodology. The aim is to provide a clear, evidence-based framework that can guide policy decisions and resource allocation towards strengthening Cambodia's health system and ensuring equitable access to quality healthcare for all citizens. The consultant's work will be crucial in advancing Cambodia's UHC agenda and improving health outcomes for its population.
Responsibilities
Develop a comprehensive social health protection benefit package, outlining essential health services, interventions, and medicines to be covered. Conduct a thorough analysis of existing health financing mechanisms and expenditure patterns in Cambodia to inform the costing model. Design and develop a user-friendly and adaptable costing model for the proposed benefit package, considering various cost components such as service delivery, human resources, pharmaceuticals, and infrastructure. Validate the benefit package and costing model through consultations with key stakeholders, including government ministries, health providers, civil society organizations, and development partners. Prepare detailed reports and policy briefs summarizing the findings, recommendations, and the proposed benefit package and costing model. Provide technical assistance and capacity building to relevant government counterparts on the utilization and maintenance of the costing model. Ensure that the developed package and model are aligned with national health strategies, UHC principles, and international best practices. Contribute to the dissemination of findings and recommendations to relevant forums and platforms.
Work Experience
Minimum of 5 years of relevant professional experience in health financing, health policy analysis, or health systems strengthening, preferably in a developing country context. Experience in developing benefit packages and costing models for health programs is highly desirable. Proven track record of working with government counterparts and international organizations.
