Job Purpose

The purpose of this assignment is to provide technical support to the National Social Assistance Fund (NSAF) in reviewing and refining the draft pilot design and operational framework for the Social Assistance Family Package (SAFP) Cash Plus model. This role focuses on strengthening linkages between social assistance benefits and complementary social services for poor and vulnerable households. The National Consultant will support GS-NSPC, NSAF, and relevant government stakeholders to review and update the draft operational manual, referral pathways, implementation procedures, and related tools based on technical consultations and stakeholder feedback. The consultant will facilitate consultations with key ministries, sub-national administrations, service providers, and development partners to ensure that the pilot design and operational arrangements are practical and coordinated.

Responsibilities

Review and refine the draft pilot design and operational framework for the Social Assistance Family Package (SAFP) Cash Plus model. Strengthen linkages between social assistance benefits and complementary social services for poor and vulnerable households. Support GS-NSPC, NSAF, and relevant government stakeholders in reviewing and updating the draft operational manual, referral pathways, implementation procedures, and related tools based on technical consultations and stakeholder feedback. Facilitate consultations with key ministries, sub-national administrations, service providers, and development partners to ensure that the pilot design and operational arrangements are practical and coordinated. Ensure alignment with the objectives of Cambodia’s National Social Protection Policy Framework (2024–2035). Contribute to the overall outcome of the programme by providing expert technical advice and support.
