Job Purpose

The consultant will provide crucial support to UNICEF's programme teams and relevant government institutions in Liberia, focusing on the implementation research of CRVS (Civil Registration and Vital Statistics) systems and child identity architecture. This role involves close collaboration for consultations and field missions, aiming to enhance the identification and referencing of children's records across various systems. The consultant will contribute to developing more stable and systematic approaches, defining data models, and ensuring interoperability between national identity, civil registration, EMIS, and HMIS. Additionally, the position will support operational efforts to accelerate birth registration and implement the B2MC initiative, ensuring alignment between system design, programme delivery, and policy implementation to increase the number of registered children.

Responsibilities

The consultant will be responsible for drafting and operationalizing Memoranda of Understanding between UNICEF Liberia, the University of Liberia, and CHIP. They will manage the implementation research, including documenting and analyzing experiences to inform the development of robust systems for identifying children and referencing their records. A key responsibility is reviewing existing identity data elements and systems (civil registration, national identity, EMIS, HMIS) to assess their suitability for reliable child identification and defining a Child Identity Data Model and Conceptual Architecture. The consultant will provide guidance on interoperability, data exchange mechanisms, and governance to ensure consistent use and validation of identity information across sectoral systems. Furthermore, they will support the Ministry of Health and CRVS actors in drafting and implementing accelerated birth registration measures and advise on strategic and technical alignment for the B2MC initiative. This includes supporting the child protection section in drafting guidance notes, proposals, and human-interest stories.

Work Experience

Minimum 8 years of relevant experience in CRVS systems, identity systems, digital public infrastructure, or sectoral information systems. Demonstrated experience in integration and interoperability between government information systems. Experience with sectoral systems (EMIS, HMIS) and strengthening digital systems with governments or international organizations. Experience managing complex MOUs or Contracts.
