Job Purpose
The consultancy aims to strengthen the technical, methodological, and organizational capacities of the parliamentary budget analysis and control unit (CACB) of the National Assembly of the Togolese Republic. The consultant will support the reform of the unit to enhance its effectiveness in conducting various reviews and studies, and in overseeing public finances. This role is crucial for improving parliamentary oversight of budgetary matters and ensuring sound financial management within the country. The consultant will play a key part in building the capacity of the CACB members, enabling them to provide robust analysis and contribute to informed decision-making processes.
Responsibilities
The consultant will be responsible for conducting a functional and organizational diagnosis of the CACB. They will strengthen the technical skills of the unit's members in budget, fiscal, and performance analysis. The consultant will develop capacities for producing budget and fiscal analysis tools and support the creation of technical notes. They will assist in reviewing draft finance bills by producing analytical notes and propose a sustainable capacity-building plan for the unit's members. The consultant will ensure the transfer of skills to the CACB members. Expected outcomes include a validated institutional diagnosis, adoption of standardized budget analysis tools, enhanced member capabilities in budget and fiscal analysis, timely production of harmonized technical notes, measurable improvement in analytical skills, and formulation of a medium-term capacity-building plan.
Work Experience
A minimum of 5 years of relevant professional experience in budget analysis, financial management, or public finance. Experience in parliamentary budget oversight or capacity building is highly desirable.
