Job Purpose

The consultancy aims to strengthen the technical, methodological, and organizational capacities of the parliamentary budget analysis and control unit (CACB) of the Togolese National Assembly. The consultant will support reforms to enhance parliamentary scrutiny of public finances, including budget analysis, fiscal analysis, and performance monitoring. This role is crucial for improving the effectiveness of parliamentary oversight and ensuring sound public financial management. The consultant will contribute to the production of analytical notes and technical reports to support legislative reviews and provide recommendations for sustainable capacity building within the unit.

Responsibilities

The consultant will conduct a functional and organizational diagnosis of the parliamentary unit. They will strengthen the technical skills of unit members in budget, fiscal, and performance analysis. The consultant will develop capacities for producing analytical tools for budget and fiscal matters. They will support the production of technical notes and analytical notes for the review of finance bills. A key responsibility is to propose a sustainable capacity-building plan for unit members and ensure effective knowledge transfer. The consultant will also contribute to the overall reform of the unit to enhance its effectiveness in parliamentary control of public finances.

Work Experience

Minimum 10 years of professional experience in taxation. Proven experience in tax legislation and finance law analysis. Excellent knowledge of Togolese taxation. Experience supporting parliamentary institutions is a major asset. Good command of UEMOA fiscal directives. Experience with public institutions, international organizations, or specialized firms is a major asset.
