International Consultant to support the study on NFE and other potential alternative learning pathways for OOSC in Indonesia (remote with travel)

Job Purpose

The purpose of this international consultancy is to provide comprehensive support for the analysis of alternative and flexible learning pathways for out-of-school children (OOSC) in Indonesia. The consultant will collaborate with a national consultant to map relevant policies for non-formal education (NFE) quality improvement and revitalization for enhanced human resource development. Additionally, the role involves examining international best practices to benchmark Indonesia's NFE policies and curricula, exploring the potential application of an accelerated learning approach within the Indonesian NFE system. The consultancy will also focus on identifying opportunities to integrate Gender Equality, Disability, and Social Inclusion (GEDSI) dimensions into NFE policies and curriculum frameworks, drawing from international good practices. Finally, the consultant will explore other flexible and relevant learning pathways for OOSC outside the NFE system, including the necessary supportive ecosystem.

Responsibilities

The international consultant will be responsible for providing overarching support to the study on non-formal education (NFE) and other potential alternative learning pathways for out-of-school children (OOSC) in Indonesia. This includes mapping relevant policies related to NFE quality improvement to support its revitalization for improved human resource development. The consultant will examine international good practices to benchmark Indonesia's NFE policies and curricula, including the possibility of applying an accelerated learning approach within Indonesia’s NFE system. A key responsibility will be identifying opportunities to further incorporate Gender Equality, Disability and Social Inclusion (GEDSI) dimensions into NFE policies and curriculum frameworks, aligning with international best practices. Furthermore, the consultant will explore other flexible and relevant learning pathways for OOSC outside the NFE system, assessing the supportive ecosystem required for their implementation. The consultant will work closely with a national consultant throughout these tasks, ensuring a collaborative and effective approach to the study.

Work Experience

Minimum of 8 years of progressively responsible relevant experience in education sector development, particularly in non-formal education implementation or alternative learning pathways for out-of-school children. Experience in education sector research, data collection, analysis, and report development in Indonesia is an advantage.
