National Field Monitoring Consultant (Office based)

Job Purpose

The purpose of this consultancy is to provide dedicated field monitoring coordination, systems support, data quality assurance, and third-party monitoring (TPM) deployment tracking support to UNICEF Myanmar's Planning, Monitoring, and Evaluation (PME) section. The consultant will be responsible for organizing, following up on, and documenting field monitoring and TPM deployments across various sectors and field offices. This role ensures that UNICEF sector staff, field office colleagues, CSO implementing partners, and third-party monitoring agency (TPMA) staff receive timely, accurate, and usable information essential for effective planning and follow-up actions. The assignment aims to strengthen the utilization of UNICEF's field monitoring systems, such as eTools/FMM and ActivityInfo, enhance the quality and consistency of field monitoring data, and support ethical and accountable evidence generation practices within TPM deployments.

Responsibilities

Organize, follow-up, and document field monitoring and third-party monitoring (TPM) deployments across sectors and field offices, ensuring timely and accurate information flow to all stakeholders. Provide systems support for UNICEF's field monitoring tools, including eTools/FMM and ActivityInfo, ensuring their effective use and maintenance. Conduct data quality assurance checks on field monitoring data to ensure accuracy, consistency, and reliability. Track the deployment of TPM activities, monitoring progress and identifying any potential issues or delays. Support the development and dissemination of reports and dashboards related to field monitoring and TPM activities. Facilitate communication and coordination between UNICEF sector staff, field office colleagues, CSO implementing partners, and TPMA staff regarding monitoring activities. Assist in the implementation of ethical and accountable data collection and evidence generation practices in TPM deployments. Proactively identify issues, risks, and solutions within the UNICEF monitoring ecosystem, leveraging an understanding of interrelationships between programme sections, field offices, partners, and TPM providers. Manage multiple deployment schedules, meeting actions, and deadlines effectively. Provide support for training or orientation for partners on monitoring systems and procedures as needed. Ensure that all monitoring activities adhere to UNICEF's core values and ethical guidelines.

Work Experience

At least 3 years of relevant professional experience in monitoring, field monitoring, programme coordination, information management, or implementing partner coordination. Experience with CSO implementing partners, third-party monitoring arrangements, or field-based programme monitoring is an asset.
