Job Purpose

The consultant will provide critical technical assistance to the Kigoma Regional Secretariat and UNICEF, in collaboration with PMO-RALG, to develop a comprehensive five-year costed Kigoma Multisectoral Nutrition Strategy and response plan. This involves a thorough review of the regional nutrition landscape, analysis of malnutrition determinants, and facilitation of stakeholder engagement. The consultant will develop a multisectoral Theory of Change and prepare a detailed costed strategy, response plan, and results framework. The ultimate goal is to guide coordinated implementation efforts to improve nutrition outcomes in Kigoma Region, addressing immediate, underlying, and structural drivers of malnutrition, and considering emerging risks such as climate shocks and population movement.

Responsibilities

The consultant will prepare an inception report detailing the methodology, workplan, stakeholder consultation approach, data requirements, and timeline. They will review relevant national, regional, and district policies, strategies, plans, data sources, and program documents across sectors like nutrition, health, food systems, WASH, education, social protection, and community development. A comprehensive nutrition situation analysis for Kigoma Region will be conducted, covering outcomes, determinants, service delivery gaps, vulnerable groups, and emerging risks. Problem and causality analysis will identify drivers of malnutrition to inform strategic priorities. Consultations with regional, district, and community-level stakeholders will be facilitated to validate findings and agree on priority actions. The consultant will develop a multisectoral nutrition Theory of Change for Kigoma Region, outlining pathways for coordinated nutrition-specific and sensitive actions. They will draft a five-year costed Kigoma Multisectoral Nutrition Strategy, including strategic priorities, objectives, interventions, implementation, coordination, financing, and risk mitigation. A costed response plan and results framework with clear outputs, activities, indicators, targets, responsible actors, timelines, budget estimates, and monitoring arrangements will be developed. Draft deliverables will be presented for review, feedback incorporated from the Regional Secretariat, UNICEF, PMO-RALG, district teams, and partners, and final deliverables submitted according to timelines and quality standards.

Work Experience

A minimum of 5 years of progressively responsible professional experience in nutrition, public health, strategic planning, or multisectoral program development is required. Demonstrated experience supporting government-led nutrition planning, coordination, and implementation at national, regional, or district level is essential.

Skills

Strong understanding of Tanzania’s nutrition context, including Kigoma or similar vulnerable/refugee-hosting settings., Knowledge of multisectoral nutrition approaches across key sectors (nutrition-specific and nutrition-sensitive interventions)., Expertise in developing multisectoral nutrition strategies, response plans, policies, or action plans., Skills in situation analysis, causality analysis, Theory of Change, results frameworks, and strategic planning., Expertise in developing costed implementation plans, budgets, and resource mobilization approaches., Strong technical writing and presentation skills for strategies, reports, results frameworks, and slide decks., Strong facilitation, consultation, and consensus-building skills with government, partners, and communities., Experience working with PO-RALG, regional secretariats, and local government authorities.
