Job Purpose
The National Consultant will provide strategic programming and design, technical guidance, and support to UNICEF and government partners to operationalize the Climate Smart School Initiative in Bhutan. This role involves overseeing technical quality, strengthening stakeholder coordination, developing implementation frameworks, supporting capacity building, and establishing monitoring mechanisms. The initiative aims to transform schools into climate-resilient, low-carbon, energy-efficient, and sustainable learning environments by piloting and scaling interventions such as renewable energy systems, energy-efficiency retrofits, climate-resilient infrastructure, sustainable waste management, climate education, and institutional strengthening. The consultant's work will contribute to making evidence-based recommendations to the government for scaling up successful interventions across selected schools.
Responsibilities
Provide strategic programming and design for the Climate Smart School Initiative. Offer technical guidance and support to UNICEF and government partners in the operationalization of the initiative. Oversee the technical quality of all implemented interventions. Support the strengthening of coordination among stakeholders, including government ministries, local authorities, and other partners. Develop comprehensive implementation frameworks and action plans. Support capacity-building activities for school staff, local government officials, and other relevant personnel on climate-smart practices. Establish and manage monitoring and evaluation systems to track the progress and impact of the initiative. Collect and analyze data to inform decision-making and provide evidence for scaling up. Prepare regular progress reports and a final report detailing achievements, challenges, and recommendations. Ensure alignment of the initiative with national policies and UNICEF's global strategies for climate action and education.
Work Experience
A minimum of 5 years of professional experience in project management, technical support, or programme implementation, preferably in the education or environmental sector. Experience working with government counterparts and international organizations is desirable. Experience in climate change adaptation, renewable energy, or sustainable infrastructure is an asset.
