Job Purpose

The purpose of this consultancy is to support the Government of the Republic of Tajikistan, with the Ministry of Health and Social Protection of the Population (MHSPP) as the lead institution, and UNICEF in strengthening the national response to child victims and witnesses of violence, particularly sexual violence. This will be achieved through the development and implementation of evidence-based and child-friendly approaches. The consultant will conduct a feasibility study to assess the potential for rolling out multidisciplinary services for children who are survivors of violence within Tajikistan, ensuring that these services are comprehensive and responsive to the specific needs of vulnerable children.

Responsibilities

Conduct a comprehensive feasibility study to assess the current landscape and identify gaps in services for child survivors of violence in Tajikistan. Develop and propose a model for multidisciplinary, interagency (MDI) responses to violence against children (VAC), drawing on international best practices such as the Barnahus model. Analyze existing legal and policy frameworks related to child protection and justice for children in Tajikistan, identifying areas for reform. Provide recommendations for strengthening the national response system, including institutional and legal assessments. Design a strategy for the rollout of multidisciplinary services, considering the specific context of Tajikistan and the lead role of MHSPP. Facilitate consultations with key stakeholders, including government officials, justice institutions, social services, and child protection agencies. Prepare detailed reports on findings, analysis, and recommendations, including a roadmap for implementation. Ensure that all proposed approaches are evidence-based, child-friendly, and aligned with the Convention on the Rights of the Child (CRC) and other relevant international standards.

Work Experience

Minimum 10 years of professional experience in child protection, justice for children, violence against children (VAC), or child protection systems strengthening. Demonstrated expertise in conducting feasibility studies, institutional and legal assessments, multidisciplinary/interagency (MDI) responses to VAC, and designing or implementing Barnahus or comparable service models.
