Job Purpose

The overall objective of this consultancy is to provide expert support to the Office of Strategy and Evaluation (OSE) for the implementation, socialization, and adoption of UNICEF’s data governance initiatives. A key focus will be assessing and improving the data readiness of UNICEF’s critical data assets for Artificial Intelligence (AI). Working under the guidance of the Programme Manager and in close collaboration with the Data Governance Specialist and the DG engagement consultant, the consultant will drive major workstreams to completion. This involves translating agreed technical products, guidance, and decisions into practical engagement materials, facilitating stakeholder engagement, coordinating implementation activities, supporting rollout and adoption, and strengthening the organization’s capacity to operationalize approved data governance products and services.

Responsibilities

The consultant will provide essential support for implementation, coordination, facilitation, and adoption to augment existing OSE data governance resources. This role is crucial for operationalizing agreed-upon products, fostering stakeholder uptake, documenting lessons learned, and ensuring timely follow-through across multiple concurrent workstreams. Key areas of responsibility include conducting a Data Governance Maturity Assessment, supporting the definition and implementation of Data Roles, assessing and improving Key Data Assets, developing and implementing Data Quality Guidelines, creating and deploying a Data Readiness for AI Assessment Tool, contributing to the Data Governance Toolkit, developing a Data Capability Model, and leading Stakeholder Engagement and Socialization efforts. The consultant will also be responsible for reviewing the complete Terms of Reference for detailed project scope and deliverables.

Work Experience

Experience in data governance, data management, AI readiness, stakeholder engagement, and project coordination is required. Specific experience in assessing data maturity and quality is also necessary.
