Job Purpose
The purpose of this consultancy is to conduct a mid-term evaluation of the Safeguarding Children’s Rights program in East Jerusalem. This evaluation will provide crucial evidence and actionable recommendations regarding the program's outcomes and results on the lives of beneficiaries, specifically attributing these to UNICEF's interventions. The consultant will assess the effectiveness and impact of the program, identifying strengths, weaknesses, and areas for improvement to ensure the program effectively safeguards children's rights within the given context. The findings will inform future programming and strategic adjustments to maximize the program's positive influence on children.
Responsibilities
Conduct a comprehensive mid-term evaluation of the Safeguarding Children’s Rights program in East Jerusalem. Gather and analyze data using both quantitative and qualitative methods to assess program outcomes and impact on beneficiaries. Develop a detailed evaluation plan, including methodology, data collection tools, and timelines. Conduct interviews with stakeholders, including program staff, beneficiaries, and partners. Synthesize findings into a clear and concise evaluation report, providing evidence-based recommendations for program improvement. Ensure the evaluation adheres to international standards and best practices in program evaluation. Collaborate with UNICEF country office staff and relevant partners throughout the evaluation process. Present evaluation findings and recommendations to key stakeholders. Ensure all evaluation activities are conducted ethically and with sensitivity to the local context. Document lessons learned and best practices from the program implementation. The consultant will be responsible for the overall quality and timely delivery of the evaluation report.
Work Experience
A minimum of 10 years of documented experience in research and evaluation of development programmes/projects, or a minimum of 8 years’ experience in Child Protection programmes/projects from developing or least developed countries. Expertise in gender programming is preferred. Experience with the SoP context and working with NGOs and UN agencies operating in the SoP is desirable.
