National Consultancy to Support Gender-Responsive Budgeting (GRB) and its Automation in Rwanda’s Public Financial Management System, Kigali, Office-based

Job Purpose

The purpose of this consultancy is to support the integration and automation of Gender-Responsive Budgeting (GRB) within Rwanda's Public Financial Management (PFM) system. The consultant will be embedded within the National Budget Department of MINECOFIN, working under the technical supervision of UNICEF's Chief of Social Policy. This role is crucial for enhancing the effectiveness and efficiency of GRB implementation by leveraging technology. The consultant will collaborate closely with the Ministry's GRB Analyst to ensure seamless integration and provide technical expertise in automating GRB processes, aiming to strengthen the government's capacity to allocate resources equitably and respond to the specific needs of women, girls, and vulnerable populations through improved financial planning and management.

Responsibilities

The consultant will be responsible for analyzing the current GRB framework and its integration within Rwanda's PFM system, identifying gaps and opportunities for automation. This includes mapping existing budget processes and identifying points where gender tagging or analysis can be automated. A key responsibility will be to define requirements for the automation of GRB, working closely with MINECOFIN IT and budget departments, as well as UNICEF technical staff. The consultant will also be involved in the configuration, testing, and potential roll-out of any automated GRB tools or modules within the PFM system, such as IFMIS. Furthermore, the role entails providing capacity building to relevant government officials on the automated GRB processes and tools. The consultant will also contribute to the development of user manuals and training materials. Reporting on progress, challenges, and recommendations will be a regular responsibility, ensuring transparency and accountability throughout the consultancy. Collaboration with stakeholders, including government officials and UNICEF, will be essential to ensure the successful implementation and sustainability of automated GRB mechanisms.

Work Experience

At least 5 years of professional experience in public financial management, budgeting, and/or gender-responsive budgeting (GRB), preferably supporting government initiatives. Practical experience with budget/PFM information systems (IFMIS or equivalent), including requirements definition, configuration, testing, or roll-out is also required.
