Job Purpose

The consultant will develop the 2028-2032 Strategic Partnerships for Impact (Resource Mobilization) Strategy for UNICEF Nigeria. This strategy will build upon current progress and emerging opportunities, examining UNICEF Nigeria's capacity to increase income and influence resource leveraging for children from both public and private sectors. The aim is to identify and strengthen untapped funding sources and opportunities for the next Country Programme cycle. This involves driving resources to support UNICEF's priorities, influencing Official Development Assistance (ODA) programs, fostering public-private partnerships, engaging the private sector, advocating with International Financial Institutions (IFIs) and development banks for child-focused investments, and enhancing South-South and Horizontal Cooperation.

Responsibilities

Develop the 2028-2032 Strategic Partnerships for Impact (Resource Mobilization) Strategy for UNICEF Nigeria, considering current achievements, lessons learned from the Country Programme, and evolving ODA priorities. Conduct a comprehensive analysis of UNICEF Nigeria's current resource mobilization landscape, identifying strengths, weaknesses, opportunities, and threats. Map and analyze the public and private sector funding and partnership landscape relevant to children's rights and development in Nigeria and the West Africa region. Develop innovative financing instruments and strategies, including blended finance, climate finance, and Islamic finance, tailored to the Nigerian context. Design strategies for engaging bilateral and multilateral donors, IFIs, development banks, corporations, philanthropic organizations, and high-net-worth individuals. Establish clear, measurable targets, key performance indicators, and robust governance arrangements for the strategy. Develop a sequenced action plan and roadmap for the implementation of the resource mobilization strategy, including risk safeguards. Facilitate stakeholder consultations and engagement processes to ensure buy-in and alignment. Prepare concise and actionable strategy documents, reports, and presentations for UNICEF Nigeria leadership and relevant stakeholders.

Work Experience

At least seven years of progressively responsible experience in resource mobilization, strategic partnerships, fundraising, business development, or development finance. Demonstrated experience leading at least two comparable strategy development assignments for international development organizations. Proven experience in partner and funding landscape analysis, developing value propositions, setting multi-year targets and KPIs, and creating implementable resource mobilization roadmaps.
